MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

CAERC will prepare the monitoring and accountability module of the implementation of the State Program on the development of Nakhchivan AR

Prime Minister Ali Asadov has issued a decree to facilitate the execution of the President's decree, "On the approval of the State Program for the socio-economic development of the Nakhchivan Autonomous Republic for 2023-2027." As per the document, within the next two months for the years 2023-2024 and until July 1, 2024, the Ministry of Economy, the Ministry of Finance, the authorized representation of the President in the Autonomous Republic of Nakhchivan (AR), and the Center for Analysis of Economic Reforms and Communication (CAERC) are tasked with submitting more detailed action plans to the Cabinet of Ministers. These plans aim to ensure the implementation of the issues stipulated in the 2027 Action Plan.

The decree mandates that CAERC create the "Monitoring and Accountability Module of the Implementation of the State Program for the years 2023-2027 on the socio-economic development of Nakhchivan AR" within three months. This module will be based on available digital resources to monitor and evaluate the implementation of the measures outlined in the Program.

Additionally, the executive agencies, concerning the measures specified in the Program, are required to categorize the implementation periods for objects, provide project-related information and other necessary indicators. They should also furnish information about the current situation, relevant photo and video materials, and enable direct (online) camera observation for large projects to ensure accountability in the system. Relevant sections should be created in the Module for these aspects.

In line with the assigned task, CAERC is obligated to present information on the results of monitoring the Program's measures to the Cabinet of Ministers annually, by March 25 of each year.

The Cabinet of Ministers should receive information on the results of the evaluation of measures by March 25, 2025, and 2028. The executive institutions of the program are to appoint responsible persons, consisting of their deputy heads, and inform the Cabinet of Ministers within 10 days.

For monitoring and evaluating the data, the main executive agencies must submit it once a quarter, by the 15th of the following month. Additionally, they should ensure that data about the results of the year are placed in the Module by January 25 of each year.

The Chief of Staff of the Cabinet of Ministers and the Regional Development Department will oversee the implementation of this order.
