The "I State Program on the Great Return to the liberated territories of the Republic of Azerbaijan" (hereinafter referred to as the State Program) has been approved by the Decree No. 3587 of the President of the Republic of Azerbaijan dated November 16, 2022. According to Article 4 of the Decree No. 3587 dated November 16, 2022, which approves the State Program, the monitoring and evaluation of the implementation of the measures outlined in the State Program have been assigned to the Center for Analysis of Economic Reforms and Communication based on the order of the Cabinet of Ministers of the Republic of Azerbaijan. To ensure the execution of the Decree No. 3587 of the President of the Republic of Azerbaijan dated November 16, 2022, approving the State Program, the Cabinet of Ministers of the Republic of Azerbaijan signed the Decree No. 815s on December 30, 2022. According to Articles 1.1 and 1.2 of the Cabinet of Ministers' Decree dated December 30, 2022, the "Monitoring and Evaluation Portal of the Social-Economic Development Strategy of the Republic of Azerbaijan for 2022-2026" was created to oversee the effective progress of the planned measures. The monitoring and evaluation of the State Program are conducted in accordance with the requirements of the Regulation "Organization, Implementation, Monitoring, and Evaluation of State Programs," approved by the Decree No. 1294 of the President of the Republic of Azerbaijan dated March 6, 2021.
