The Cabinet of Ministers of the Republic of Azerbaijan has issued a Decree to ensure the implementation of the Presidential Decree No. 611, dated May 30, 2025, regarding the preparation of the “Azerbaijan 2027-2030 Socio-Economic Development Strategy” and the “Second State Program on the Great Return to the Territories Liberated from Occupation.”

According to the Decree:

•Sub-working groups have been established within the framework of the working group for the Second State Program on the Great Return.

•It has been instructed that:

•Drafts of the action directions and action plans related to the preparation of the State Program, as well as proposals on the financial needs for the implementation of these actions, should be submitted by September 1, 2025.

•The head of the working group is to ensure that the initial draft of the State Program is sent to the Ministry of Economy of the Republic of Azerbaijan by October 1, 2025.

•The Ministry of Economy is to submit the initial draft of the State Program to the head of the working group by November 1, 2025.

•State bodies are required to submit their proposals for representatives to be included in the sub-working groups within 5 days to the leaders of these sub-working groups.

It should be noted that representatives of the Center for Analysis of Economic Reforms and Communication (CAERC) are represented in the sub-working groups.
