MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

Representatives of the CAERC got acquainted with the work carried out within the framework of the Great Return

Employees of the Center for Analysis of Economic Reforms and Communication (CAERC) visited the Karabakh and Eastern Zangazur economic regions as part of the monitoring and evaluation of the implementation of the “I State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan.”

During the visit, the CAERC delegation conducted on-site inspections of construction, reconstruction, and restoration works, as well as communications, infrastructure, and other facilities in the city of Agdam; Xıdırlı village of Agdam district; Təzəbinə and Xanyurdu villages of Khojaly district; Kerkicahan settlement of Stepanakert city; Hasanriz and Vəngli villages of Agdere district; the cities of Kalbajar and Lachin; Sus and Bəylik villages of Lachin district; Mahruzlu and Zilanlı villages of Qubadli district; Zangilan city; and Ağalı, Cahangirbəyli, and Məmmədbəyli villages of Zangilan district.

The delegation also familiarized themselves with the work carried out at Agdam Industrial Park, Araz Valley Economic Zone Industrial Park, Qozlukörpü and Çaykənd hydroelectric power plants, Təkəqaya and Ağçay small hydroelectric power plants, Şəfəq solar power plant, and the Tingçilik and Training-Education Center located in Jabrayil district.

Under the leadership of President Ilham Aliyev, large-scale restoration and reconstruction works are being carried out in the liberated territories. Within the framework of the State Program, the construction of modern infrastructure and new residential areas is ongoing to facilitate the return and comfortable settlement of former internally displaced persons in their native lands. By the first half of 2025, more than 15,000 people have returned to their native homes. Overall, the population living in the liberated territories exceeds 50,000.

During the visit, while inspecting residential areas and related projects, the delegation held working discussions with representatives of the Ministry of Economy, the Ministry of Digital Development and Transport, the Ministry of Agriculture, the Ministry of Science and Education, the Ministry of Health, relevant restoration, construction, and management services, as well as more than 20 implementing agencies.

As of the first half of 2025, several major projects under the State Program have been implemented, including the commissioning of 1 higher education institution, 14 general education schools, and 6 preschool educational institutions. Additionally, 19 healthcare facilities, including 2 hospitals, 6 family health centers, 5 medical points, 4 modular hospitals, and 1 polyclinic, have started functioning. Furthermore, the construction of over 300 km of roads has been completed.

 

The monitoring and evaluation of the implementation of the measures envisaged in the State Program are carried out by the Center for Analysis of Economic Reforms and Communication on behalf of the Cabinet of Ministers of the Republic of Azerbaijan, in accordance with Presidential Decree No. 3587 dated November 16, 2022.
