Representatives of the Center for Analysis of Economic Reforms and Communication (CAERC) visited the Karabakh and Eastern Zangazur regions to monitor and evaluate the implementation of the “National Strategy on the Efficient Use of Water Resources.” During the visit, on-site inspections were conducted of the measures outlined in the Strategy and successfully implemented projects.

In addition to CAERC, the delegation included representatives from the State Water Resources Agency of Azerbaijan, the Ministry of Agriculture, Azerenergy, the Ministry of Ecology and Natural Resources, the Ministry of Emergency Situations, the Office of the Special Representative of the President of the Republic of Azerbaijan in Khankendi city, the offices of the President’s Special Representative in Agdere and Khojaly districts, the office of the President’s Special Representative in Lachin district, and staff from the offices of the President’s Special Representative in Gubadli and Zangilan districts.

During the visit, the delegation reviewed work carried out at the Sarsang Reservoir in Agdere district, the construction of the Zabukhchay Reservoir (dam and main hydraulic structures) in Lachin district, the construction of the “Ashaghi Malibey” and “Sheylanli” hydroelectric power plants, the Qiz Qalasi Reservoir, artesian wells, and the restoration of local springs in Zangilan district, the installation of drinking water pipelines, riverbank protection works along the Aras River to reduce flood and water-logging risks, as well as the restoration of qanats (new wells, cleaning, and commissioning), and work at the Khudaferin Reservoir in Jabrayil district.

Vusal Gasimli, Executive Director of CAERC, stated that the measures under the National Strategy are being implemented according to the program in Karabakh and Eastern Zangazur, and efforts to improve the region’s water supply are successfully continuing.

The implementation of the “National Strategy on the Efficient Use of Water Resources” aims to increase water resources, improve the provision of high-quality drinking and irrigation water, modernize water management in this sector, and enhance cooperation in compliance with international conventions.

Within the framework of the Strategy, measures for improving the system for assessing and forecasting water resources, effective water management, efficient use of water resources, ensuring water security, and utilizing the water resource potential of the Karabakh and Eastern Zangazur economic regions are being successfully implemented.

It should be noted that, based on the Decree of President Ilham Aliyev dated October 10, 2024, the monitoring and evaluation of the implementation of the measures outlined in the National Strategy are carried out by the Center for Analysis of Economic Reforms and Communication upon the request of the Cabinet of Ministers of the Republic of Azerbaijan.
