The monitoring and evaluation results for the first half of 2025 regarding the implementation of measures under Objective 3.2 — “Creative and Innovative Society” — of the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026”, conducted by the Center for Analysis of Economic Reforms and Communication (CAERC), were discussed.
During the online meeting, proposals and recommendations were voiced to ensure the timely and high-quality fulfillment of the set tasks. The challenges encountered in completing the measures that remain under implementation were also reviewed, and relevant proposals and instructions were given to finalize them by the end of the current year.
According to the preliminary results of the monitoring and evaluation conducted by CAERC, the implementation rate for interim result indicators of the targets set for 2025 reached 65 percent.
To ensure the full and timely implementation of the measures envisaged in the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026” and to coordinate the activities of the relevant state institutions, various working groups were established by the Resolution No. 487s of the Cabinet of Ministers dated June 12, 2022, including the “Innovation” Working Group, responsible for the implementation of Objective 3.2 of the Strategy.
The “Innovation” Working Group is chaired by Samir Mammadov, Deputy Minister of Digital Development and Transport. The group includes representatives from the Center for Analysis of Economic Reforms and Communication, and the Ministries of Economy; Science and Education; Foreign Affairs; Finance; Labor and Social Protection of Population; Justice; Defense Industry; Agriculture; Culture; and Energy, as well as from the Central Bank, State Customs Committee, State Committee on Work with Diaspora, State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (ASAN Service), State Water Resources Agency, State Migration Service, State Border Service, Intellectual Property Agency, and the Azerbaijan National Academy of Sciences (ANAS).
