MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

CAERC reviews transport and transit projects in the regions

Representatives of the Center for Analysis of Economic Reforms and Communication (CAERC) have visited several regions to monitor and evaluate the implementation of measures under the “Action Plan for 2024–2026 on Enhancing the Transit Potential of International Transport Corridors Passing through the Territory of the Republic of Azerbaijan and Promoting Transit Freight Transportation” and the “State Program on Improving the Transport Infrastructure in Baku and Surrounding Areas for 2025–2030.”

During the monitoring visit, the group inspected works in Qusar District, including the renewal of infrastructure and construction of new customs terminals at the “Samur” State Border Checkpoint, the major repair and reconstruction of the “Şirvanlı” Border Checkpoint, and the improvement of infrastructure at the “Yalama” Railway Border Checkpoint in Khachmaz District to ensure effective control by border protection and customs authorities. The team also reviewed the disinfection, disinsection, and deratization services carried out at the checkpoints.

In addition, monitoring was conducted in Baku regarding the construction and operation of the Bilgah–Novkhani–Khirdalan (16th km of the M-1 Baku–Russian Federation State Border Highway)–Shamakhi (18th km of the M-4 Baku–Shamakhi Highway) road project.

During visits to Yevlakh, Gazakh, and Agstafa districts, the monitoring covered the capital repair of seven reception–dispatch tracks in the Yevlakh–Böyük Kəsik section, the improvement of infrastructure at the “Red Bridge” (Qırmızı Körpü) Border Checkpoint, the construction of new customs terminals (trade facilitation centers), the implementation of disinfection, disinsection, and deratization services at the “Böyük Kəsik” Border Checkpoint, and the enhancement of infrastructure at the “Böyük Kəsik” Railway Border Checkpoint.

The Executive Director of CAERC, Vusal Gasimli, noted that under the leadership of President Ilham Aliyev, the improvement of transport and logistics infrastructure, along with institutional and structural reforms, plays a crucial role in transforming Azerbaijan into a regional transport hub.

The visit was attended by representatives of the Ministry of Economy, Ministry of Digital Development and Transport, Ministry of Agriculture, Ministry of Internal Affairs, Ministry of Finance, Ministry of Ecology and Natural Resources, State Customs Committee, State Border Service, State Committee on Urban Planning and Architecture, Azerbaijan Railways CJSC, State Agency of Azerbaijan Automobile Roads, Food Safety Agency, Baku City Executive Authority, and the Transport Coordination Council.
