MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

The indicative planning sessions for 2026 under the First State Program on the Great Return have been successfully completed

The Center for Analysis of Economic Reforms and Communication has completed a series of meetings with implementing agencies to conduct indicative planning for 2026 within the framework of the First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan.

From October 13 to November 7, the Center conducted a comprehensive series of consultations with 42 government institutions identified as the primary implementing bodies of the State Program. These meetings focused on reviewing the implementation status of ongoing initiatives, evaluating progress against set objectives, and defining priority actions for the effective realization of the Program’s 2026 targets.

The meetings brought together representatives from a wide range of government bodies and institutions, including the Ministries of Economy; Internal Affairs; Energy; Justice; Youth and Sports; Health; Culture; Science and Education; Defense; Emergency Situations; Ecology and Natural Resources; Agriculture; Digital Development and Transport; and Labor and Social Protection of Population.

Also in attendance were representatives of the State Committee for Affairs of Refugees and Internally Displaced Persons, Azerbaijan Railways CJSC, State Agency on Mandatory Health Insurance, Azerbaijan Youth Foundation, Mine Action Agency, The State Committee for Family, Women and Children Affairs, Azerishiq OJSC, Azerenerji OJSC, Azerbaijan State Water Resources Agency, "Tamiz Shahar" JSC, State Oil Company (SOCAR), Mortgage and Credit Guarantee Fund, State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, Central Bank, State Tourism Agency, Prosecutor General’s Office, State Customs Committee, State Border Service, Food Safety Agency, State Agency of Azerbaijan Automobile Roads, The State Committee on Urban Planning and Architecture, AzerGold CJSC, as well as the Reconstruction, Construction and Management Services operating in Aghdam, Fuzuli, Khojavend, Kalbajar, Jabrayil, Gubadli, Zangilan, Khankendi, Aghdara, Khojaly, and Lachin, and the Shusha State Reserve Department.

During the discussions, participants exchanged views on the implementation of key priorities under the State Program, including the establishment of safe living conditions and effective public administration in the liberated territories; the construction and provision of urban, settlement, and rural infrastructure; the return of the population and creation of sustainable communities; and the development of strategic and comprehensive infrastructure to support regional growth and reintegration.

Deliberations also focused on defining target indicators and outcome benchmarks for the integration of local economies into domestic and global value chains, the promotion of sustainable settlement, as well as the improvement of the ecological environment and the application of environmentally friendly technologies across the territories.

It should be noted that the monitoring and evaluation of the implementation of measures envisaged in the State Program are carried out by the Center for Analysis of Economic Reforms and Communication under the mandate of the Cabinet of Ministers of the Republic of Azerbaijan.
