MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

Training sessions on the use of the “Unified Electronic Accountability Portal” (portal.monitoring.gov.az) are being held at the Center for Analysis of Economic Reforms and Communication (CAERC). The portal was established to centralize the monitoring and evaluation of State Programs.
The Advisor to the Executive Director of CAERC, Tarana Salifova, provided comprehensive information on the portal's objectives, its planned functionalities, and the upcoming stages of its implementation. Subsequently, staff members from the Monitoring and evaluation division, Arzu Suleymanov and Elshan Yusifli, presented on entering data into the portal and generating accountability reports. Additionally, Gultaj Ahmadzada-Tapdıgzada, a staff member from the same division, presented instructions on the “Project Management Module” within the portal, addressing questions from the participants.
During the initial training sessions, real-time examples of workflows related to the following programs were presented through the portal:
Action Plan for Increasing Employment Opportunities in the Azerbaijan Republic’s Liberated Territories for 2024–2026
State Program for the Improvement of Transport Infrastructure in Baku and Surrounding Areas for 2025–2030
Representatives from various state institutions, including the Ministry of Economy, Ministry of Internal Affairs, Ministry of Science and Education, Ministry of Labour and Social Protection of Population, Ministry of Digital Development and Transport, State Agency for Public Services and Social Innovations, State Tourism Agency, State Committee for Refugees and Internally Displaced Persons, State Agency for Automobile Roads of Azerbaijan, Baku City Executive Authority, and the Transport Coordination Council, took part in the session.
The portal was developed with the internal resources of CAERC and the technical support of existing electronic modules, aiming to ensure continuous, operational, and transparent monitoring and evaluation of strategic documents, including state programs. It serves as an important tool for data centralization, enhancing accountability, improving coordination among relevant institutions, and facilitating data-driven decision-making.
