MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

A new State Program on the development of the agricultural sector has been approved

By the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev, the "State Program for the Development of Agricultural, Fisheries, and Aquaculture Product Production and Processing Sectors in the Republic of Azerbaijan for 2026–2030" has been approved.

According to the Decree, the Cabinet of Ministers of the Republic of Azerbaijan must prepare and submit to the President of the Republic of Azerbaijan within three months, based on proposals from the Ministry of Agriculture of the Republic of Azerbaijan, proposals on improving the regulatory legal framework in the field of agricultural product production and processing; and within six months, proposals on changing the category or designated purpose of lands in territorial units where wheat, cotton, and livestock production farms are scheduled to be established within the framework of the State Program's implementation. The Cabinet of Ministers must also coordinate and supervise the implementation of the measures outlined in the State Program, inform the President of the Republic of Azerbaijan once a year about the execution of the measures envisaged in the State Program, and resolve other matters arising from this Decree.

The monitoring and evaluation of the implementation of measures envisaged in the State Program will be carried out by the Center for Analysis of Economic Reforms and Communication (CAERC) based on the order of the Cabinet of Ministers.

The Ministry of Agriculture must approve the list of territorial units where the establishment of wheat, cotton, and livestock production farms is planned within three months and inform the President of Azerbaijan.

The Ministry of Economy must submit its proposals to the President of Azerbaijan within three months regarding the provision of interest subsidies on loans in AZN obtained by farms from credit institutions through the "Azerbaijan Business Development Fund" Open Joint Stock Company, as well as the subsidization of the value of investment projects.

Concurrently, the Ministry must take measures to subsidize, at the expense of the funds of the "Azerbaijan Business Development Fund" Open Joint Stock Company starting from 2027 for a period of 5 years, the interest accrued on loans in AZN obtained from resident banks and non-bank credit organizations by suppliers and farms that utilize modern technologies, possess a fodder base, and breed pedigree animals or fish, as well as the value of implemented investment projects.

Furthermore, the Food Safety Agency of the Republic of Azerbaijan (AFSA) must ensure the one-time identification of cattle and small ruminants present in all livestock farms across the country at the expense of state budget funds, enter the relevant data into the "Automated Food Safety" information system, and transfer it to the "Electronic Agriculture" information system.

The Azerbaijan State Water Resources Agency must take the necessary measures to improve the water supply of the designated farms.
