A meeting was held at the Center for Analysis of Economic Reforms and Communication (CARE) dedicated to the issues of monitoring and evaluation of measures related to the implementation of the “State Program on Expanding Financial Inclusion in the Republic of Azerbaijan for 2027–2030”.

During the meeting, an exchange of views was held on the issues of forming a monitoring and evaluation framework for the Action Plan of the State Program, determining result indicators and their measurement units, preparing target indicators for the base and years, as well as ensuring effective coordination between implementing agencies.

Tarana Salifova, Deputy Executive Director of CARE, noted the importance of implementing the monitoring and evaluation process for the State Program based on a unified methodological approach. She provided information on the tasks arising from the Order No. 1048 of the President of the Republic of Azerbaijan dated May 26, 2026, and stated that monitoring and evaluation of the implementation of the State Program would be carried out in digital form. It was noted that for this purpose, a corresponding Module would be created on the “e-monitoring” portal.

Gunay Rahimli, Senior Advisor to the Monitoring and Evaluation Department of the State Program, made a presentation on the structure and priority areas of the Action Plan of the State Program. Latif Zeynalli, Head of the State Programs Department of the State Program, provided information on the formation of the indicator table, the application of the results-based monitoring model, as well as the distribution of the measures envisaged in the Action Plan by the main implementing bodies.

The meeting was attended by representatives of the main implementing bodies of the measures envisaged in the State Program, and issues related to the organization of the monitoring and evaluation process, identification of indicators and implementation of measures were discussed.

It should be noted that, in accordance with the relevant Order of the President of the Republic of Azerbaijan, the implementation of monitoring and evaluation of the measures envisaged in the “State Program on Expanding Financial Inclusion in the Republic of Azerbaijan for 2027–2030” was entrusted to the Center for Analysis of Economic Reforms and Communication on the order of the Central Bank of the Republic of Azerbaijan.
