The Center for Analysis of Economic Reforms and Communication (CAERC) held a meeting with representatives of implementing agencies to conduct indicative planning for the implementation of the “State Program on the Development of Mining (Metal Ore) and Metallurgical Industry in the Republic of Azerbaijan for 2027–2030” and determine target indicators for result indicators.

Tarana Salifova, Deputy Executive Director of CAERC, emphasized the importance of monitoring and evaluating measures under the State Program based on a unified approach. She provided information on the tasks arising from the Order of the President of the Republic of Azerbaijan dated September 23, 2026 and the relevant Order of the Cabinet of Ministers on ensuring its implementation. The issues of determining target indicators for the outcome indicators of the measures and preparing their distribution by year, ensuring coordination and result-oriented accountability between implementing agencies were brought to attention.

Abdulrahim Dadashov, Deputy Head of the Monitoring and Evaluation Department of the Center, made a presentation on the preparation of the Action Plan and indicator table of the State Program. The presentation explained the approaches to determining quantitative and qualitative indicators, measurement units, targets by base and years, specifying implementation periods and responsible agencies for measures. The relationship between the main objectives of the State Program and the expected results for measures, as well as the formation of target indicators for 2027 were discussed.

Konul Badalova, Leading Consultant of the Strategic Planning Department of the Center for Regional Development and Regional Development, provided information on the organization of accountability through the “e-monitoring” portal operated by the Center and the functional capabilities of the “Project Management” module. The presentation brought to the attention of the participants the mechanisms for entering project information into the system, monitoring the implementation status, reflecting financing information and monitoring results. It was stated that monitoring and evaluation of the State Program will be carried out through the relevant module from 2028.

The meeting was attended by representatives of the Ministry of Economy, the Ministry of Ecology and Natural Resources, the Ministry of Science and Education, the Ministry of Digital Development and Transport, “AzerGold” CJSC, Azerbaijan Investment Holding, the State Oil Company of the Republic of Azerbaijan (SOCAR), the Mine Action Agency of the Republic of Azerbaijan and other relevant institutions. After the presentations, an exchange of views was held on the formation of the indicator table and the organization of reporting, and the participants' questions were answered.

It should be noted that, in accordance with the Decree of the President of the Republic of Azerbaijan, monitoring and evaluation of the implementation of the measures envisaged in the “State Program on the Development of Mining (Metal Ores) and Metallurgical Industry in the Republic of Azerbaijan for 2027–2030” is carried out by the Center for Analysis of Economic Reforms and Communication upon the order of the Cabinet of Ministers.
