On October 10, the Cabinet of Ministers conducted a meeting on the "State Program for the Socio-Economic Development of the Nakhchivan Autonomous Republic for 2023-2027." The meeting, attended by representatives of the deputy heads of the main executive bodies responsible for the tasks outlined in the State Program, addressed matters pertaining to the program's implementation.

Rufat Mammadov, Head of the Office of the Cabinet of Ministers, conveyed that the comprehensive execution of the 11 priorities outlined in the "State Program for the Socio-Economic Development of the Nakhchivan Autonomous Republic for 2023-2027," sanctioned by the Decree of President Ilham Aliyev on June 5, 2023, is envisaged. The Detailed Action Plan for the State Program, covering 2023-2024 and sanctioned by the relevant Cabinet of Ministers order, encompasses 315 measures across various fields such as business environment, trade, industry, agriculture, tourism, energy, infrastructure, human capital, social sector development, and institutional and environmental domains. It was emphasized that the Center for Analysis and Communication of Economic Reforms (IITKM) conducts the monitoring and evaluation of the program's measures according to the Cabinet of Ministers' order. To facilitate monitoring and evaluation, a monitoring and reporting portal, inclusive of a "Methodological framework," has been devised.

Subsequently, Vusal Gasimli, the Executive Director of CAERC, presented the monitoring and reporting portal, elucidating the procedures for monitoring and evaluation. He highlighted that the Center for Analysis and Communication of Economic Reforms will undertake monitoring and evaluations based on information posted on the portal by relevant institutions, with the results subsequently presented to the Cabinet of Ministers.

The meeting then delved into discussions concerning the implementation of measures outlined in the State Program.
