The publication "Monitoring and evaluation: 2016-2021" was released by the Center for Analysis and Communication of Economic Reforms (ECRC) in two languages: Azerbaijani and English. This publication covers various aspects, including Azerbaijan's experience in establishing the monitoring and evaluation institute as part of successful management reforms under the leadership of President Ilham Aliyev. The content also delves into legislative foundations, methodology, and digital transformation.

The World Bank's report on "Building efficient, accountable, and inclusive institutions in Europe and Central Asia" acknowledges Azerbaijan's exemplary model of "result-based good governance." This recognition stems from the application of innovative solutions in monitoring and evaluation. The monitoring and evaluation institute established at IITKM, highlighted by the World Bank as a success story in the region, underwent digitization through the www.monitoring.az portal with the support of BP. The Department of Performance Evaluation of IITKM was formed as an institutional structure for monitoring and evaluation activities, with active involvement from the United Nations Development Program, the World Bank, the Organization for Economic Cooperation and Development, the European Union, and various international development partners.

It's worth noting that, in accordance with clauses 2.2.1-2 and 2.2.1-3 of the Charter of the Institute of Industrial Parks, the primary focus of monitoring and evaluation activities involves industrial parks, neighborhoods, and agricultural parks. Additionally, it extends to economically oriented state programs, implementing evaluations based on state institutions' orders, and assessing the economic efficiency of expired state programs and state investment projects. The "Rule for the formulation, implementation, monitoring, and evaluation of state programs" and the "Amendments to the Charter of the Center for Analysis and Communication of Economic Reforms," approved by the President of the Republic of Azerbaijan on April 20, 2016, under Decree No. 879 and July 13, 2016, under Decree No. 990, respectively, were prepared in accordance with paragraph 2.2 of Decree No. 990.
