At the Center for Analysis of Economic Reforms and Communication (CAERC), meetings are ongoing with representatives of relevant state institutions within the framework of the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan” to clarify the target indicators for the final outcome indicators for the year 2026. During the meetings, discussions are held on the tasks and prospects ahead within the framework of the State Program, and important aspects related to the optimal organization of the monitoring and evaluation process are reviewed. Meetings held so far have been attended by representatives of “Azerbaijan Railways” CJSC, the State Agency on Mandatory Health Insurance, the Youth Foundation of the Republic of Azerbaijan, the Azerbaijan National Agency for Mine Action, the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan, “Azerişıq” JSC, the Ministry of Internal Affairs of the Republic of Azerbaijan, “AzerEnergy” JSC, the State Water Resources Agency of the Republic of Azerbaijan, “Clean City” JSC, the State Oil Company of the Republic of Azerbaijan, the Ministry of Energy of the Republic of Azerbaijan, the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan, the Ministry of Justice of the Republic of Azerbaijan, the Ministry of Youth and Sports of the Republic of Azerbaijan, the Ministry of Health of the Republic of Azerbaijan, the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, the Central Bank of the Republic of Azerbaijan, the State Tourism Agency of the Republic of Azerbaijan, the Prosecutor General’s Office of the Republic of Azerbaijan, the Shusha City State Reserve Department, the Ministry of Defense of the Republic of Azerbaijan, the Food Safety Agency of the Republic of Azerbaijan, the Ministry of Culture of the Republic of Azerbaijan, the State Committee for Affairs of Refugees and Internally Displaced Persons of the Republic of Azerbaijan, the Ministry of Science and Education of the Republic of Azerbaijan, and the Reconstruction, Construction and Management Service in Lachin District. During the discussions, opinions were exchanged on issues related to ensuring safe living conditions and the organization of public administration in the liberated territories, the construction of cities, towns, and villages and their provision with infrastructure, the return of the population and the creation of sustainable communities, the establishment of strategically important and comprehensive infrastructure supporting the development and reintegration of the territories, the integration of the local economies into domestic and foreign value chains for sustainable resettlement, the improvement of the environmental situation and the application of environmentally friendly technologies, as well as the setting and implementation of targets for final outcome indicators. In general, during the months of October and November, it is planned to hold relevant meetings with 42 institutions identified as the main executors under the State Program.
