MONITORING AND EVALUATION PORTAL OF THE CENTER FOR ANALYSIS OF ECONOMIC REFORMS AND COMMUNICATION

Trainings on the "e-monitoring" Portal for Local Executive Authorities Continue at CAERC

Trainings for representatives of local executive authorities on submitting progress reports via the "e-monitoring" portal—under the "Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan"—are continuing at the Center for Analysis of Economic Reforms and Communication (CAERC).

On the second day of the training, representatives from the Sheki City Executive Authority, as well as the Siyazan, Shabran, Khizi, Khachmaz, Khazar, Gusar, Balakan, Gakh, Gabala, Oguz, Zagatala, Ismayilli, Agsu, Shamakhi, and Goychay District Executive Authorities, participated in the sessions.

Tarana Salifova, Deputy Executive Director of CAERC, stated that the Center currently conducts monitoring and evaluation for nearly 30 strategies, state programs, and action plans. According to her, this process is organized in a fully digital environment and executed through the "e-monitoring" portal. T. Salifova noted that the main purpose of the training is to enhance participants' knowledge and skills regarding the monitoring of measures under the Action Plan, the preparation of electronic reports, and the rules for submitting them via the "e-monitoring" portal.

Baghis Ahmadov, Advisor to the Executive Director of CAERC, delivered a speech on the measures that local executive authorities are required to implement under the Action Plan, the preparation of Roadmaps for these measures, and the importance of indicative planning.

Subsequently, Ismat Mehraliyeva, Department Head at CAERC, presented the functional capabilities of the new module created on the "e-monitoring" portal for local executive authorities. During the presentation, the guidelines for using the module were explained, and the process of preparing and submitting reports through the system was demonstrated in detail.

At the conclusion of the session, questions raised by the participants were answered by specialists from the Ministry of Digital Development and Transport and CAERC.
